How to Operate Effectively and Efficiently in SIEFs and Consortia
2008 was a difficult year for many companies, setting up their substance inventories, working out how REACH would apply to them and making pre-registrations as required. And all of this whilst the goal posts appeared to be moving week-to-week (for example the guidance for Only Representatives (OR) changed 5 times during the pre-registration period with the last change being only a few days before the pre-registration deadline).
However, it may well be that the ‘pre-registration period' turns out to have been relatively straightforward. Companies have made 2.75 million pre-registrations and each one of them has been placed into pre-SIEFs for one of 150 thousand substances [ see SIEF presentation: How to Operate Efficiently in SIEFS and Consortia ]. Each pre-SIEF has to clearly identify the substance that will be registered and that will require its own SIEF. SIEFs may range in size from 1 member to over 5 thousand; they will range from the cooperative to the ‘shark infested' and destructive; they will have registration deadlines ranging from 2010 to 2018; they will have little or no data in some cases to a surplus in others; they will all as a minimum need to agree a lead registrant, cost and data sharing arrangements and ultimately classification and labelling and a registration dossier. The practical problems associated with ensuring that SIEFs operate effectively and efficiently cannot be underestimated. Whilst REACH entered into force 1 June 2007 the key deadline to date was the end of the pre-registration period on 1 December 2008. Companies who have pre-registered are now trying to understand how SIEFs will operate and to influence them to help meet their aims and objectives.
